Our Proposal for Old Basing
The emerging proposals for the site’s redevelopment look to provide new Retirement Living apartments, as well as communal facilities, extensive landscaping, and associated car parking.
Our commitment to Community Engagement
We held a public consultation from Tuesday 25th March – Tuesday 8th April, along with an in-person public exhibition at Old Basing Royal British Legion Hall, on Tuesday 1st April.
This website will remain accessible throughout the entire planning process.

McCarthy Stone developments, by their very nature, are regarded as a passive form of development and generate low traffic movements when compared with general market housing.
Residents moving to a McCarthy Stone development tend to rely less on their car, and from McCarthy Stone’s experience, many relinquish it altogether after a year or so of moving in once they realise that it is no longer essential to maintaining their independence.
Those residents who do own a car tend not to use a car in peak hours and residents would not need to use a car on a day-to-day basis due to the site’s sustainable location.
The level of parking provision takes account of the lower traffic generation and car ownership associated with age-restricted retirement development. The proposed development will include disabled spaces and all spaces in the dedicated car park feature charging points for electric vehicles.
We are always keen to ensure that our developments continue to provide what our homeowners need, and regularly go back and survey our existing sites to understand car ownership levels.
Being a good neighbour is key for McCarthy Stone, as we maintain the management of our sites in perpetuity. This includes during construction, and as a member of the Considerate Contractors scheme, it is important that we minimise our construction impact on our neighbours as much as possible.
As part of every development scheme, prior to work beginning on-site, we produce a Construction and Traffic Management Plan that is submitted to the Council for approval. This will detail timings for deliveries as well as site working hours.
Our construction Site Manager will also undertake a letter drop with details of how to get in touch with us, once we get started.
On a typical 50-apartment development our build times are between 18 – 24 months to carry out demolition, external build and internal fitting and landscaping.

There is a considerable shortfall of this type of accommodation both nationally and locally, and it is important that communities address the current and future needs of their residents.
Basingstoke and Deane Borough Council’s Local Plan 2011 – 2029 highlights that Basingstoke and Deane has an ageing population which housing strategies must account for.
This is further outlined by the Office of National Statistics, which shows that the age groups over 50 years old are making up a higher proportion of the local population in comparison to 2011.
In addition, it states that ‘Although the majority of older people will live in mainstream housing, it is likely that new specialist accommodation will be required during the Local Plan period’, to address the borough’s concern of an ageing population.
As such, there is a void to fill and ensure adequate choice in the market that meets this need.
