Our updated proposals have evolved to respond to feedback received from the two public consultations held in July and between November – December 2022 respectively.
Site Plan
The proposals for the site look to provide a new, specialist retirement community, together with landscaping, indoor communal facilities and on-site car parking; and now comprise of:
A 70-bedroom care home on The Dell, in northern part of the site, to be development by Porthaven.
Up to 33 one- and two-bedroom Retirement Living apartments as well as up to 53 one- and two-bedroom Retirement Living PLUS (Extra Care) apartments for private sale, part-rent part-buy and rental options to be delivered by McCarthy Stone on The Plateau part of the site.
The Plateau part of the site would also include four semi-detached houses, a terrace of three townhouses and two chalet bungalows.
Tailored facilities within both the Retirement Living developments, including a communal lounge with a kitchenette and a hotel-style guest suite as well as an onsite bistro restaurant within the Retirement Living PLUS development.
Principal vehicle access from Station Road, with secondary access from Knowle Drive for the use of emergency vehicles only.
Sufficient levels of car parking onsite, including disabled and electric vehicle charging bays, in accordance with East Devon District Council’s standards, as well as an overflow parking area to the south-west of The Plateau part of the site, that will be accessed from Station Road.
Landscaped outdoor spaces build on the extension of the parkland landscaped terraces stepping up into the site, creating private resident terraces with Devon bank wall at the lowest level, and communal residential gardens creating openness within the site with elevated views of the parkland and towards the sea.
The retention of the Ginko tree, to ensure it remains protected and enjoyed by the whole community.
Proposals have been considered to provide a more legible pedestrian route across the site for public access, whilst retaining resident privacy where possible.
Responding to comments
McCarthy Stone and Porthaven are committed to meaningful community engagement, and where possible, amendments have been made to the proposals following the two rounds of consultation that were held in July and between November – December 2022 respectively. The following changes have been made to the scheme:
A reduction in the level of Retirement Living PLUS apartments from 59 to 53, to further reduce massing.
An apartment block removed, in favour of three townhouses to further reduce massing on the site’s western boundary.
The provision of four houses on the north-western part of the Plateau.
The provision of two chalet bungalows along the southern grass verge of the Plateau.
Additional screening on the site’s western boundary on the Plateau part of the site.
Height and Massing
Our approach has sought to concentrate on the scale and mass of the proposals to maintain reasonable distances from neighbouring residents and heritage assets.
The overall height of the proposals does not exceed the height of the previously consented scheme. Furthermore, the plans have looked to bring mass away and reduce height around sensitive neighbouring boundaries improving their outlook to the existing scheme.
